"},{"attributes":{"italic":true,"bold":true},"insert":"Sadly, there are many in our Legislature who remain fixated on taking away reproductive health care from women — primarily poor women who already face tremendous challenges just to survive in today’s West Virginia."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"Currently, there are more than a dozen abortion bills up for consideration, and, of all the too many abortion-related policy issues that confront us, mandating parental involvement before a minor may obtain an abortion is perhaps one of the most difficult. Few would deny or even argue that most teenagers would benefit from adult guidance when faced with an unintended pregnancy. Possibly even fewer would refute that such guidance should ideally come from a teen’s parents."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"Unfortunately, we do not live in an ideal world. Our stark reality is that a small minority of young women cannot involve their parents because they come from physically violent or emotionally abusive, unstable homes or because their pregnancies are the result of incest."},{"insert":"\n\n"},{"attributes":{"italic":true,"bold":true},"insert":"Today, it is of the utmost importance for West Virginians to understand that West Virginia has a nationally-recognized parental involvement statute for minors seeking abortion care. Period."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"The fact is that West Virginia has had a parental involvement statute since 1984. As the code stands now, a minor must inform a parent or guardian at least 24 hours before undergoing an abortion. When legislators passed this legislation, they were wise in that they included two critically important safeguards: a physician waiver and a judicial waiver — the latter which is constitutionally required."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"Under current law, a physician other than the one who is to perform the abortion may waive the mandate of the adolescent to inform a parent or guardian if the doctor believes such notification would not be in the patient’s best interest or if she is mature enough to make the decision without notification. For instance, a young woman may bypass the notification requirement if she is in an abusive family situation. She may have been raped, a victim of incest, or in an otherwise dangerous situation. Anti-choice advocates call this a loophole; whereas, reasonable people see it as a safety net."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"The extremists leading the campaign to change our current law are using an emotionally explosive issue to advance a very narrow agenda. Don’t be fooled. "},{"attributes":{"italic":true,"bold":true},"insert":"West Virginia has one of the highest parental involvement rates in the country. "},{"attributes":{"italic":true},"insert":"Nationally, 60 percent of teens involve their parents. Here in West Virginia, over 90 percent do so! Recent data from the West Virginia Vital Statistics office shows only four young women could not inform their parents. What we’re already doing in West Virginia is working and is a model for other states."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"Sad but true fact: healthy family communication cannot be instituted by government where it does not already exist. Therefore, the main concern of our elected officials in this state should be keeping young women safe."},{"insert":"\n\n"},{"attributes":{"italic":true},"insert":"Minors do not vote, and they have virtually no political power. Consequently, they represent a safe target for fundamentalist politicians and radical special interests bent on attacking women’s access to reproductive health care. It seems West Virginians for Life and those who prop them up will stop at nothing in their attempt to outlaw all abortion, even for women who have been raped or have been victims of incest. If they succeed, young women in crisis will pay a grave price. If mandating motherhood on teenagers — or worse, sending them to back alleys — is truly their goal, perhaps they should put this harsh reality front-and-center, instead of masking their intentions with prevarications and misinformation."},{"insert":"\n\n"},{"attributes":{"italic":true,"bold":true},"insert":"Our West Virginia legislators should swiftly defeat HB 2002 to preserve and protect West Virginia young women’s health and safety."},{"insert":"\n\n"}]}
